Resource wealth is usually described as a blessing, yet history shows it can quietly damage the industries a country already has. Economists call that pattern Dutch Disease. In this explainer, World News Research traces how a boom can raise a currency, squeeze exporters and leave an economy less balanced than before.
The term dates from the Netherlands in the nineteen sixties, after large natural gas fields were developed in the North Sea. Gas exports brought in foreign currency and national income rose, yet Dutch manufacturing came under pressure. Commentators later used the name for a broader pattern seen in many countries: a booming resource sector appreciates the exchange rate and draws labour and investment away from other tradable industries, especially manufacturing and agriculture.
How the mechanism works
Start with the currency. Strong export earnings for gas or oil increase demand for the country’s money, pushing its value up. A stronger currency makes that country’s other exports more expensive abroad and imports cheaper at home. A machine maker or food processor that was competitive at the old exchange rate can suddenly lose orders, even though nothing about its own efficiency has changed. The IMF back-to-basics guide to Dutch Disease sets out this spending and exchange-rate channel clearly.
A second channel works through resources inside the economy. The booming sector bids up wages, land and services, and skilled workers move toward it. Suppliers follow the money. Other sectors face higher costs while their selling prices are set on world markets, so margins shrink. Economists often group these together as the resource movement effect, and together with the currency effect they explain why a boom can hollow out parts of an economy that looked healthy beforehand.
Real-world examples beyond the Netherlands
Oil exporters provide the most repeated examples. Periods of high oil prices have coincided with weak non-oil exports in several producing countries, while sharp price falls then exposed how dependent public budgets had become on a single commodity. Observers have debated Dutch Disease in contexts ranging from North Sea oil in Britain to mineral booms in Australia and energy-led growth in parts of Africa and Latin America. The details differ, but the warning sign is similar: one sector grows so dominant that the rest of the traded economy struggles to keep pace.

Why it matters for policy
Dutch Disease is not an argument against developing natural resources. It is an argument for managing the proceeds deliberately. Governments can save part of a windfall in a sovereign wealth fund, invest abroad to limit currency pressure, phase spending gradually, and support productivity in non-resource sectors through infrastructure, skills and stable rules. Norway is frequently cited for channelling oil income through a long-term fund, although even well-designed systems face political pressure to spend during good years.
Businesses feel the effects directly. Exporters may need to hedge currency exposure, move into higher-value products, or accept thinner margins during a boom. Workers in shrinking sectors bear real costs when plants close, and those skills and supplier networks are hard to rebuild when commodity prices eventually fall. That asymmetry, easy decline and slow recovery, is the deepest reason economists take the idea seriously.
There is also a timing problem that makes the pattern easy to miss while it is happening. During the early years of a boom, tax revenue rises, construction expands and unemployment may fall, so the economy can look stronger on almost every headline measure. The damage to exporters accumulates quietly in lost contracts and postponed investment, and it often only becomes obvious when commodity prices turn down and the country discovers how much industrial capacity it has allowed to fade.
The bottom line
Dutch Disease describes how success in one export can unintentionally weaken others: resource earnings lift the currency, raise costs and pull resources away from manufacturing and farming. The pattern is avoidable but not automatic to escape. Countries that save windfalls, invest carefully and protect the competitiveness of their wider economy are far better placed when the boom, as booms always do, eventually ends.
